The Subcommittee on Military Personnel oversees DoD policy, programs, and accounts that affect the well-being of service members and their families. Its jurisdiction includes: military health care and education; morale; welfare, recreation, and housing; commissaries; cemeteries; retirement; military justice; and POW/MIA issues, among others. The subcommittee also oversees the integration and employment of the more than 750,000 Reserve Component forces. The National Defense Authorization Act of FY26 passed by the House proposes a 3.8 percent pay increase for military personnel. It addresses specific provisions and family allowances aimed at supporting the welfare of service members and their families. Quote “With 77 percent of young adults unqualified to serve and multiple branches falling short of their recruitment goals, we face a critical challenge. Our focus must be on revitalizing our most valuable resource — our people.” He went on to add that “we must also prioritize the smooth transition of service members and their families into civilian life or the defense industrial base.” Committees/Caucuses Chairman of the House Subcommittee on Military Personnel. Serves on the: House Permanent Select Committee on Intelligence; Subcommittee on Cyber, Information Technology, and Innovation; House Committee on Oversight and Government Reform; and Subcommittee on Delivering on Government Efficiency. A member of more than 15 caucuses including: Special Operations Forces Caucus; Explosive Ordnance Disposal Caucus; Army Caucus; Depot Caucus and; Congressional Taiwan Caucus. Military Career Upon graduating from college in 1990, Fallon was commissioned as an Air Force officer, stationed at Sheppard AFB in Wichita Falls, TX, serving until 1994. Political/Professional Career US Representative since 2021. His Fourth Congressional District, located in Northeast Texas, is home to the Red River Army Depot, located in Bowie County. Served in the Texas State Senate from 2019 to 2021; delegate, Republican National Convention in 2016. Served in the Texas House of Representatives from 2013 to 2019. Member of the Frisco City Council from 2009 to 2012; mayor pro tem from 2011 to 2012. Business entrepreneur. Having managed a t-shirt company in college, he later became president and CEO of Virtus Apparel, a clothing company specializing in military and patriotic designs. Based in Prosper, TX, the operation employs roughly 100 employees in multiple locations. Virtus is Latin for Warrior Virtues. Education University of Notre Dame – BA in Government and International relations in 1990. Played on the 1988 national championship football team under Hall of Fame coach Lou Holtz. Personal Born on Dec. 19, 1967, in Pittsfield, MA. Both his parents were teachers. Graduated from Pittsfield High School in 1986. Married to his wife Susan for more than 15 years. They have two boys and live in Prosper. A former wide receiver for the “Fighting Irish,” he successfully ran the World Marathon Challenge in 2015.
