The #11’s reputation is good across the NHL, and if he were available, clubs would be sniffing around. I also have my doubts as to whether Gallagher could really be traded (even with a salary cap hit), but I have no doubt that he’s loved in Montreal and that the club doesn’t see the advantage of sending him elsewhere.
