The base norm for natural gas consumption will be increased fivefold during the heating season, according to the government resolution “On Additional Measures to Introduce Market Mechanisms in the Fuel and Energy Sector.” It is noted that the base consumption norm is set at up to 500 cubic meters per month from November to February, and up to 100 cubic meters per month from March to October. Due to high gas consumption during the autumn–winter period, the monthly base norm in the Republic of Karakalpakstan and Khorezm region has been set at 500 cubic meters for the months from October to February. In addition, under the presidential resolution “On Additional Measures to Support Low-Income Households During the Introduction of Market Mechanisms in the Fuel and Energy Sector,” monthly compensation will be provided by the state to low-income families for the use of electricity and natural gas. The compensation amounts are as follows: For electricity: up to 150 kWh exceeding the base norm (beyond 200 kWh per month); For natural gas: up to 250 cubic meters exceeding the base norm in winter months, and up to 150 cubic meters in other months. Previously, such compensations were only provided during the winter, but they will now be granted every month throughout the year. Moreover, in November, each low-income household will receive a one-time financial aid of 1 million soums for the 2025/2026 heating season. It is also noted that, depending on air temperature, the Ministry of Energy, in coordination with the Cabinet of Ministers, may adjust the periods during which the base norms apply for heating and other seasons. As a reminder, earlier, hot water and heating tariffs for residents of Tashkent were raised by 15 percent, and new service rates were announced.
