Information reaching our report desk has it that the All Progressives Congress (APC) has finally secured the Out-of-Home Political Campaign Permit from the Anambra State Signage and Advertisement Agency (ANSAA), authorizing the party to commence its out-of-home campaign activities ahead of the November 8, 2025, Anambra State Governorship Election.
The permit, which was officially handed over on Wednesday, September 24, was presented by the Managing Director of ANSAA, Mr. Tony Odili Ujubuoñu, to APC representatives, Engr. Fabian Ozigbo and Mr. Uche Nwangwu, at the Agency’s headquarters in Awka.
By virtue of the permit, the APC is now officially empowered to deploy out-of-home campaign materials and promotional activities across the 21 local government areas of the state. These include posters, branded vehicles, public address systems, banners, handbills, T-shirts, and other campaign items to be used during rallies, street engagements, and statewide mobilization drives.
Confirming the development, ANSAA, in a statement and copy of the permit released through the office of the P.R.O. on Wednesday, emphasized that the permit process aligns with the provision of the law establishing it mandating to issue bills and collect levies on signage permits in accordance with the ANSAA Law, 2010.
Concluding, the Agency described itself as “your progress partner in business,” while also reiterating its commitment to delivering on its mandate.
Recall that, as the campaign window for the November 8 2025 Anambra gubernatorial election officially opened on Wednesday, June 11, the Governor Chukwuma Soludo-led Anambra State Government, through the ANSAA, announced a mandatory permit fee of ₦50 million for every governorship candidate who wishes to engage in outdoor campaign within the state.
The Managing Director/Chief Executive Officer of the Anambra State Signage and Advertisement Agency (ANSAA), Mr. Tony Odili Ujubuoñu, who made the announcement during a press briefing at the agency’s headquarters in Awka, said the fee was in line with ANSAA’s mandate to regulate outdoor advertising, and was aimed at ensuring orderliness, environmental aesthetics, and lawful conduct of campaign-related advertising activities across the state’s 21 local government areas.
He also explained that the purpose of the permit was to ensure orderliness, prevent visual pollution, create a level playing ground for all, and maintain professional standards in the use of public advertising and visual promotion spaces, and above all, to protect our public infrastructures.
Recall also that in the course of the enforcement of this campaign permit, some members of the All Progressives Congress (APC), on August 1, allegedly attacked the enforcement team of ANSAA who stormed the party’s campaign ground at Nri in Anaocha Local Government Area of the state because the party had not obtained the permit and was already engaging in out-of-home campaign activities, in stark disobedience and contradiction to ANSAA’s earlier warning and directive.
This reporter, Izunna Okafor, gathered that as at that time, only five out of the sixteen registered political parties had fully complied with the directive and were granted unrestricted access to the outdoor campaign spaces in Anambra State.
These parties and their date of payment were: Young Progressives Party (YPP) — June 24, 2025; African Democratic Congress (ADC) — June 26, 2025; Labour Party (LP) — June 27, 2025; Action Alliance (AA) — June 27, 2025; and All Progressives Grand Alliance (APGA) — July 2, 2025
However, on Wednesday, September, 24, APC finally and obediently obtained its own campaign permit from ANSAA after months of delays and agitation, which some social media users have described as “Initial Gragra”.
