The State government has issued the Standard Operating Procedure (SoP) for granting Change of Land Use (CLU) permissions through the upgraded A.P. Development Permission Management System (APDPMS 2.0) portal. According to a press release issued on Sunday (October 26, 2025) by the Principal Secretary (Municipal Administration and Urban Development), S. Suresh Kumar, this reform, institutionalises digital, transparent, and time-bound framework for processing CLU applications across all Urban Local Bodies (ULBs) and Urban Development Authorities (UDAs) in the State, marking another milestone in the government’s efforts to enhance Ease-of-Doing Business (EoDB) and Speed-of-Doing Business (SoDB). He stated that applicants can apply, pay, and track approvals online without any physical interface, ensuring full transparency following the CLU SoP that has been brought in to complement a series of digital governance measures introduced recently under Chief Minister Nara Chandrababu Naidu’s guidance including the Common Zoning Regulations–2025 and Self-Certified Building Permissions. Together, these measures reaffirm A.P.’s commitment to smart, efficient, and transparent governance, he asserted. Further, Mr. Suresh mentioned that the CLU system was integrated with GIS-based master plans and the PM Gati Shakti National Master Plan, ensuring spatial validation of approved changes and improved inter-departmental coordination. This integration promotes data-driven planning, avoids duplication, and strengthens infrastructure alignment across departments. The MA&UD Department and Director of Town and Country Planning can oversee the entire State-wide CLU workflow through an integrated monitoring interface. This end-to-end system ensures faceless, paperless, and time-bound service delivery, aligning with the government’s core principle of governance at the fingertips. With the launch of the online CLU Permission System, A.P. reinforces its position as a national leader in digital urban governance. By defining the SoP, introducing fixed service-level agreements and ensuring complete transparency, the government turned a once complex process into a citizen-friendly, efficient, and accountable service that sets a new benchmark in EoDB and SoDB, he added.
