Senasa former director uploads taped partial explanation to how he handled irregularities at the insurance plan

The scandalous case of significant financial leakages benefiting private companies at Senasa, the state insurance plan, continues in the media as details of several business schemes have been forthcoming. The media has been handling quantities of RD$21 billion to RD$100 billion that allegedly were milked through different scams.
The former director of the entity, physician Santiago Hazim released a taped video detaching himself from the irregularities exposed by several leading investigative programs. In his video, Hazim focused on just one of the schemes where massive corruption is suspected at the Senasa, arguing that it was he who had first denounced the case in November 2024. The Senasa case is in the Attorney General Office that has not spoken on the case. The new directors of the Superintendence of Health Risks, Miguel Ceara Hatton and the new director of Senasa Edward Guzman submitted the summary of their investigations to the Attorney General this September 2025.
Somos Pueblo’s Ricardo Ripoll and Eduardo Sanchez Tolentino (El Piro) commented on the parallels of this case with the JetSet Club case in which more than 270 persons died. Hazim has contracted the same lawyer leading the JetSet defense case, Miguel Valerio. Valerio was the former lead negotiator for the state in recovering assets and negotiating deals in cases of corruption during the Medina administration, and now has come forth to defend Hazim and Espaillat. The technical report prepared for the JetSet Club case revealed the roof collapse was caused by overload of the roof and lack of attention of the JetSet management to the situation. Yet, JetSet victims have had to negotiate with Espaillat or risk not receiving any compensation. Espaillat is the head of half of the country’s radio stations.
Hazim has not been available for questioning by journalists, just via the pre-taped interviews he has released, as Antonio Espaillat did in the JetSet Club case, not being available for questioning by the press.
Hazim was appointed to the position in August 2020 and removed in August 2025.
Previous to his administration, Senasa had a reputation as a very well managed health insurance plan.
