Wipro Founder-Chairman Azim Premji has declined Karnataka Chief Minister Siddaramaiah’s request to allow public vehicular movement through the company’s Sarjapur campus to ease chronic traffic congestion on Bengaluru’s Outer Ring Road (ORR). In his response, Premji underlined the need for comprehensive solutions rather than quick fixes.
The ORR stretch, particularly near the Iblur junction, has become notorious for bumper-to-bumper traffic. The corridor houses several major IT companies, including Google, Microsoft, SAP, Cisco, Infosys, Wipro, Accenture, Cognizant, Capgemini, IBM, Oracle, and Tata Consultancy Services (TCS), operating out of large business parks such as Ecospace Business Park, Embassy Tech Village, and Prestige Tech Park.
Premji cited legal, governance, statutory, and SEZ compliance issues as reasons for rejecting the campus access proposal, noting that the Sarjapur campus operates as a SEZ serving global customers with stringent access control requirements.
CM’s appeal and Wipro’s response
On September 23, CM Siddaramaiah wrote to Premji seeking limited vehicular movement through the Wipro campus, subject to mutually agreed terms and security protocols.
In his September 24 response letter, Premji acknowledged the urgency of the situation but proposed an alternative approach. “Urgent and effective measures are indeed required for the traffic situation, particularly along the ORR, being an export-oriented economic hub,” he wrote.
However, Premji emphasised that the problem’s complexity requires comprehensive solutions. “The problem’s complexity, stemming from multiple factors, suggests that there is unlikely to be a single point solution or a silver bullet to resolve it,” he stated.
Instead of opening its campus, Wipro proposed to commission a comprehensive scientific study led by experts in urban transport management. “We believe the most effective path forward is to commission a comprehensive, scientific study led by an entity with world-class expertise in urban transport management,” Premji wrote, adding that Wipro would “underwrite a significant portion of the cost for this expert study.”
