For starters, a foreign citizen is required to spend a continuous five-year period in Estonia on a valid temporary residence permit before they can apply to live there permanently. Also, during this period, the concerned individual cannot exceed 12 months of absence from the EU and a cumulative 10 years away from Estonia.

The applicant must have a registered place of residence recorded in the Estonian Population Register.
They must also meet the integration requirement, which involves demonstrating proficiency in the Estonian language up to at least B1 level.

Step 2: Keep the required documents with them, including a completed application form, a valid passport, a stable income proof, documents ascertaining temporary residence permit for long-term residents, passport-size photographs, payment receipts for the application fee and some additional supporting documents based on individual circumstances.
Step 3: Submit all your documents along with the application form in person at the Estonian embassy.
Step 4: Pay the required application fee of €185 (approximately, Rs 19,323).
Step 5: Once approved, you will receive a permanent residence permit card from the authorities.
