The hikes stem from a $1 billion Medicare windfall for Upstate New York hospitals that inadvertently forced insurers to pay more for care, with Excellus losing $200 million on Medicare plans last year.

Taco Bell Cantina coming to Manlius: The upscale version of the fast-food chain is set to open in the third week of October, featuring indoor seating, an outdoor entertainment venue and alcoholic beverages including beer, wine, and booze-infused freezes. The new location, which replaces an old fire station, will include a drive-thru and apartments on the top floor.

Syracuse crushes Clemson but may have lost its leader: The Orange dominated the Tigers 34-21 on Saturday for its first-ever win at Memorial Stadium. Syracuse led wire-to-wire, executing a perfect onside kick after their opening touchdown to build an early 10-0 lead. The victory came at a cost as quarterback Steve Angeli left with an injury in the third quarter after throwing for 244 yards and two touchdowns. Coach Fran Brown said after the game that Angeli “won’t be here for a couple of weeks.”
