Pakistan enjoys EU's GSP plus privilege despite gross rights violation

European Union’s Generalised System of Preferences or GSP plus privilege to Pakistan has enabled Islamabad economically but it has not paid the cost for the gross human rights violations and minority persecution otherwise mandated under EU’s GSP plus mechanism.Despite the trade privileges it enjoys from its access to the European market, the government of Pakistan continues to enforce strict blasphemy laws, allow attacks on religious communities such as the Ahmadiyya and Christians, and restrict freedom of expression through digital surveillance. The GSP+, or of the European Union was created as a tool of linking trade preferences to specific commitments in the areas of human rights, labour rights, environmental protection, and good governance. However, Pakistan has persecuted minority communities and suppressed human rights.The EU’s GSP plus status provides Pakistan preferential duty-free access to the European market for most of its exports in exchange for upholding 27 international conventions on human rights, labor, environment, and good governance. While GSP plus significantly boosted Pakistan’s exports, especially in textiles, and contributed to economic growth since its 2014 inception, its temporary extension until 2027 is dependent on Pakistan’s continued compliance with these conventions and its ability to diversify exports beyond traditional sectors.Enforced disappearances, sometimes by state backed militias and in some cases by the state agencies themselves have left scars on vulnerable communities in Pakistan.
