Kerala HC seeks report on alleged suspicious death of 28 children in Palakkad in 13 years

The Kerala High Court has sought a report from the Kerala State Commission for Protection of Child Rights on the alleged death under suspicious circumstances of 28 children aged below 13 years in Palakkad district from 2010 to 2023.

All of them were found hanging. The court directive followed a public interest litigation (PIL) filed by Fr. Augustine Vattoly, advocate P.V. Jeevesh, Salil Lal Ahamed and a few other social workers representing various public forums, seeking formation of a special investigation team (SIT) headed by an IPS officer having expertise in forensic science to probe the suspicious deaths that occurred in the jurisdiction of police stations on Palakkad district’s border with Tamil Nadu. They sought an efficient and impartial probe under the court’s supervision.

The pathological post-mortem examination reports, coupled with other materials, indicate that these deaths were either homicides or were highly suspicious. The probe into these cases were stonewalled for mysterious reasons and they were initially closed as suicides. Many post-mortem examination reports had hinted at evidence of anti-mortem physical and sexual abuse, and there was suspicion that the hangings were staged to conceal homicide. Most of these children were from impoverished and marginalised sections of society, they said in the PIL.
