NOTICE OF RULE-MAKING HEARING NEBRASKA DEPARTMENT OF EDUCATION NOTICE is hereby given that the Department of Education will hold a rule-making hearing on Friday, October 24, 2025, commencing at 11:00 a.m. (CT) on revisions to Title 92, Nebraska Administrative Code, Chapter 20 (Rule 20), Regulations for the Approval of Educator Preparation Programs; and Title 92, Nebraska Administrative Code, Chapter 89 (Rule 89), Regulations and Procedures to Incentivize for the Education Innovation Fund Program- Distance Education Equipment Reimbursement and Incentives. Testimony will be received via ZOOM. The link for the hearing will be on the Nebraska Department of Education’s website at: www.education.ne.gov/legal/public-notices-of-upcoming-rule-hearings/. The PURPOSE of the proposed revisions to Rule 20 (Regulations for the Approval of Educator Preparation Programs) is to (1) align Rule 20 with statutes and Rules 24 revisions, (2) increase and clarify accountability, and (3) clarify literacy requirements. The PURPOSE of the proposed revisions to Rule 89 (Regulations and Procedures to Incentivize for the Education Innovation Fund Program- Distance Education Equipment Reimbursement and Incentives) is to (1) remove outdated provisions, (2) ensure minimum standards are met for distance education incentives, (3) improve consistency in evaluating incentive applications and allocating funds, (4) ensure alignment with accreditation rules for distance education, and (5) align provisions with changes in statutory language. The FISCAL IMPACT statements may be obtained and inspected at the Office of the Nebraska Department of Education. These hearings are being conducted under the provisions of Neb. Rev. Stat. § 84-907, which provides that a DRAFT COPY OF THE PROPOSED RULE IS AVAILABLE for public examination at the Nebraska Department of Education and at the Office of the Secretary of State, State Capitol Building, Lincoln, Nebraska. A copy of the hearing drafts for these Rules are also available on the Nebraska Department of Education’s webpage at: https://www.education.ne.gov/legal/public-notices-of- upcoming-rule-hearings/.
