At a press conference on Friday, September 12, 2025, Augustin Antoine, the Minister of National Education, announced a series of support measures for the 2025 school year, scheduled for Wednesday, October 1st.
According to statistics provided by Yves Roblin, this school year affects nearly 4 million students and 150,000 teachers working in approximately 18,500 public and private schools.
Back-to-school measures :
– As part of the Education Cash Transfer Program, with support from the Economic and Social Assistance Fund (FAES), financial support will be provided to nearly 240,000 parents of students attending public, municipal, presbyterian, and community primary schools;
– In addition to a fourteenth month’s salary that the Government is preparing to grant to civil servants, a check for four monthly debit card amounts will be issued to teachers and educational staff before the start of the school year;
– Distribution of 2.2 million copies of “Liv inik” for grades 1 to 4 in public and private schools;
– Distribution of school kits;
– Distribution and implementation of the High School Management Manual, which prescribes, among other things, the assignment of an accountant who will simultaneously handle the financial administration of three or four high schools, depending on the case;
– Creation of an Ethics and Accountability Commission in each Departmental Directorate of Education (DDE). It will be responsible for receiving complaints from parents and students regarding possible cases of financial abuse, or any other type, involving school administrative or teaching staff;
– Strengthening and expanding the National School Meal Program (PNCS) in 394 schools, with a view to reaching 204,674 students, through the ten Departmental Directorates of Education. A budget of 1.2 billion gourdes is available for this purpose. This amount includes a contribution of approximately 350 million gourdes from the National Education Fund (FNE). The PNCS aims to ensure that local products are present in 70% of school canteens during this school year;
– In terms of rehabilitation of school infrastructure, the FNE grants 150 million Gourdes to schools in the Grand North https://www.haitilibre.com/en/news-45643-haiti-grand-nord-grant-of-nearly-150-million-to-58-schools.html and 160 million Gourdes to schools in the Grand South https://www.haitilibre.com/en/news-45584-haiti-grand-south-more-than-160-million-for-rehabilitation-work-on-57-schools.html . In total, 115 public and private schools are concerned by this grant. While awaiting the finalization of support for schools in the West region, the FNE is already providing assistance to around twenty schools in Cité-Soleil. The FNE’s support includes the distribution of “school vouchers” to the most vulnerable parents;
– Of the 5,000 appointment requests prioritized for the 2024-2025 academic year, more than 2,300 have been processed and forwarded to the Human Resources Management Office; approximately 7,000 are awaiting approval. Regarding the first batch, 1,194 appointment letters have been registered, and 797 letters will be delivered to teachers shortly.
– Starting with the 2025-2026 academic year, automatic promotion is mandatory in the first cycle of primary school. Students in the first, second, and third years of primary school are not required to repeat a year.
– Furthermore, the Ministry intends to pursue social dialogue with unions with even greater determination, with the aim of facilitating the regularization of the status of administrative and teaching staff.
– Minister Augustin Antoine promised further measures to address the structural problems in Haitian schools.
