New Drumchapel community hub plans set to move forward with £285k deal

Plans to create a new community hub in Drumchapel are set to move forward, as Glasgow City Council intends to takeover Garscadden House.

A £285,000 deal which would see the tenants Jobs & Business Glasgow — one of the council’s arms-length organisations — renounce its lease of the offices is proposed.

The two-storey building, on Garscadden Road, would then be repurposed for use as a community hub, which the council has hoped to provide in the area for a while.

Councillors will be asked to approve acquiring the tenants’ interests in the property at a meeting tomorrow (Thursday).

A report to councillors states there are plans for Garscadden House to feature a relocated local library. Further community use of the building would also be encouraged.

Jobs & Business Glasgow, which supports residents to move into work, take part in training or start businesses, has been a tenant since 2010.

The firm’s lease runs until 2060 but the council is planning to pay £285,000 to end it early and take full control of the site.

Around £15m was previously secured from the UK Government to support the regeneration of Drumchapel town centre.

The project is expected to see improvements to Drumchapel Park, with plans to reopen the dilapidated pavilion as an active travel hub, including a cycling workshop and cafe.

Accessibility around the town centre is also set to be improved while the funding will enable the development of new affordable housing.

The original ground lease for Garscadden House, which also includes a reception desk, lift access, kitchen and toilets, was between the council and Dalsetter Business Village, the council report states.

Dalsetter later assigned their interest to Jobs & Business Glasgow. The report adds the property is “currently managed by an external third party and the council will retain the agreement going forward”.

It continues: “Drumchapel has been identified as a ‘priority ward’ for the establishing of additional community facilities in the form of a ‘hub’ for some time.

“The acquisition of JBG’s interest would allow the building to be repurposed as a community hub with proposals to relocate the library, co-locate other services and encourage further community use.”
