President Shavkat Mirziyoyev entered the Shurariq neighborhood of the Norin district on September 16, during his visit to the Namangan region, the Presidential press service reported.
According to the information, living conditions in this neighborhood are difficult. The internal roads are in need of repair, there are no street lights or drainage systems. More than 5,000 people live here. There are 62 low-income families, 118 unemployed residents, and 157 people working abroad.
In fact, since the neighborhood is located along an inter-district road, it has great potential for developing entrepreneurship, trade, and services. Vacant buildings can be put into use through public–private partnerships.
The President listened to local residents’ views on the existing problems.
’’From now on, we will radically transform this neighborhood and bring in the spirit of the New Uzbekistan. The streets will be improved and its appearance renewed. Conditions will be created so that people can live comfortably, take walks, and spend time with their children,’’ Shavkat Mirziyoyev said.
Officials were instructed to turn the neighborhood into a model example. In particular, a master plan will be developed to introduce an urban environment and improve conditions for entrepreneurship. Based on this plan, ready-made projects and infrastructure will be offered to initiative-driven residents. As a result, the neighborhood’s potential will increase, and it will become a center for five surrounding neighborhoods.
In addition, a modern neighborhood center and park will be established, along with playgrounds and sports facilities, a library, a center for vocational and language training, and a bank branch. Schools and kindergartens will undergo major renovation under the state investment program. Streets will be paved with asphalt, while ornamental and fruit trees, as well as flowers, will be planted. Old, low-yield orchards will be completely renewed. Under social contracts, residents will also be encouraged to improve and renovate their own homes.
Overall, it was noted that a decision is being prepared to ’’revitalize’’ work at the grassroots level across the country. A total of 5 trillion soums will be allocated from the state budget to give districts and neighborhoods a new look. In particular, 100 billion soums will be directed to Kosonsoy and Norin districts of Namangan, while 5 billion soums each will be allocated to two of the most disadvantaged neighborhoods in the remaining districts. The funds will be used to turn them into exemplary areas with prosperous living conditions, strong employment, and leading entrepreneurship.
