DGTR starts countervailing duty probe into Chinese aluminium foil

The Directorate General of Trade Remedies (DGTR) has initiated a countervailing duty (CVD) investigation into Chinese aluminium foil (80 Microns and below) imports. The probe follows a joint application by Raviraj Foils, LSKB Aluminium Foils, Hindalco Industries, Shyam Sel and Power, Shree Venkateshwara Electrocast, and SRF Altech. The trade remediation body said there is prima facie evidence that the domestic industry has suffered injury due to allegedly subsidised imports from China.The product under investigation is aluminium foil with a thickness of 80 microns or less, used primarily for packaging in the food, beverage, and pharmaceutical industries. The application alleges that Chinese producers and exporters have benefited from subsidies provided by their government. These alleged subsidies come in the form of grants, tax incentives, preferential loans, export credits, and the provision of goods and services at less than adequate remuneration.This is not the first trade remedy measure involving this Chinese aluminium foil. DGTR had previously investigated ‘aluminium foil’ between 5.5 and 80 microns. This was followed by the Finance Ministry imposing an anti-dumping duty on May 16, 2017. Another probe was initiated in June 2020 on imports from China, Malaysia, Thailand, and Indonesia, which led to definitive anti-dumping duties being imposed for five years starting September 16, 2021.A separate anti-dumping investigation on aluminium foil from China (excluding foil below 5.5 microns) was initiated in March 2024, and definitive duties from this probe are currently in force.The DGTR notification said this investigation will cover the period from April 1, 2024, to March 31, 2025. According to the DGTR’s probe initiation notification, the applicants have provided evidence that the subsidised imports have hurt the domestic industry. “The applicants have claimed that subject imports have also had a price suppressing effect on the domestic industry,” the trade remediation body said.(You can now subscribe to our Economic Times WhatsApp channel)
