“Corruption in municipalities is spread through ANC cadre deployment”

Political analyst Dr. Metji Makgoba says the African National Congress (ANC) culture of corruption has spread to municipalities through cadre deployment.

His comments come as ANC councillors gather at the FNB Stadium, south of Johannesburg, for the party’s national roll call, ahead of next year’s local government elections.

President Cyril Ramaphosa is expected to present the party’s Service Delivery Action Plan, which aims to address the service delivery challenges in the country’s over 250 municipalities.

Makgoba says, ‘The ANC has been in office for many years. They should have, a long time ago, developed mechanisms of dealing with corruption, but now Ramaphosa is presenting that (plan) as some sort of genuine concern, whereas we have been here before and we have heard the same words, but nothing has been done to resolve serious issues of local governance.”

He says the majority of the councillors don’t understand local government and there’s been serious research that has been done on this.

“The majority of councillors do not have the technical skills necessary for the type of positions they’re in and nothing was done to resolve such issues,” adds Makgoba.
